Letter to UN & UNSC

Dear United Nations Leaders:

As concerned members of the Sudanese Diaspora, comprised of civil society organizations and activists from Darfur, Blue Nile and the Nuba Mountains, and from other regions of Sudan as well as of the United States, we write to express our grave concerns about the ongoing genocide and war on civilians in the Darfur, Nuba Mountains, & Blue Nile regions of Sudan as well as massive human rights violations throughout Sudan.

Since January, 2016, Darfur’s Jebel Marra area has suffered waves of violent attacks by government-funded Janjaweed militias, now called "Rapid Support Forces”(RSF), and aerial bombings by government-tied warplanes. Hundreds of people have been killed, and almost 200,000 displaced by destruction of their villages: delivery of humanitarian aid has been thwarted.

Also in 2016, with renewed intensity this month (9/2016), the RSF launched attacks on villages around Kutum (North Darfur), causing death, destruction and displacement.

Throughout Darfur, gender-based violence has been used as aweapon of war, with rape and sexual violation of women and girls aiming to destroy our way of life.

Since 2011, government forces have surrounded the NubaMountains, while indiscriminate aerial bombing kills and maimsthousands of civilians, forcing them to live in caves without any incoming humanitarian aid: Sudan’s president announced that he would starve them as he had in the past.

Blue Nile also has been targeted by constant deadly attacks and, since mid-August, suffers from a cholera epidemic that the government knowingly is not addressing.

Throughout these regions, schools, hospitals, IDP camps, and even UN forces have been attacked, and sexual abuse is rampant. Most humanitarian aid organizations have been barred from Sudan; even Doctors Without Borders has been banned from all but one site in Sudan.

On September 21st, 2016, the International Federation for Human Rights reported to the United Nations Human Rights Committee on research confirming that the government of Sudan lacks the “political will to take concrete steps to implement its international legal obligations with regards to fundamental human rights.”

During many years of intense violence against civilians, often against specific tribes, Sudan’s government has proven by itsactions and policies that it cannot and will not honor peace agreements or ceasefire declarations, or even promises and commitments with diplomats and humanitarian officials. The government’s turnover of “captured” land to people from othercountries and regions, and this year’s attacks and disbandment of some IDP camps, are evidence that the president does not intend for millions of displaced Sudanese ever to safely return to their home regions, where their cultures and traditions were intact for thousands of years. It is clear that constant vigilance and formal pressure on Sudan’s leaders is essential by United Nations officials and world leaders, by regional organizations, and by legal and financial institutions.

Therefore, we demand that all United Nations member states, and the United Nations Security Council, take the following steps at a minimum:

• exert pressure on Sudan's president to immediately cease violent attacks and aerial bombing in Darfur & the NubaMountains, and to permit unhindered humanitarian access to the needy in Darfur, the Nuba Mountains, and Blue Nile

• exert pressure on Sudan’s president to immediately release all political prisoners or at least provide humane conditions - students, politicians, lawyers, journalists & human rights activists, as well as Internally-Displaced-Persons (IDPs) arrested for meetings in July, 2016 with America’s Special Envoy to Sudan

• exert pressure on Sudan’s president to declare an official State of Emergency in the Blue Nile region & surrounding areas to inhibit the spreading cholera epidemic; exert pressure on Sudan’s government to permit admission of doctors, medical organizations and supplies as needed

• make every feasible effort to bring long-awaited legal justice to the victims of genocide in Darfur and Sudan at large, respecting the fact that Sudan’s president, and some of his staff, have been indicted by the International Criminal Court (ICC) for genocide, war crimes, and crimes against humanity

• pursue a reinvigorated and all-inclusive peace process forDarfur, Blue Nile and the Nuba Mountains/South Kordofanthat 1) realistically can lead to a sustainable, just peace in these regions and 2) addresses the legitimate, comprehensive concerns of refugees and internally-displaced persons, which almost have been ignored for people who may have lived in camps for as many as 13 years and even been born and grown up there


For so many years, our people have been subject to violence, terror, trauma and despair. We have watched this desperate situation spread from region to region while world leaders watch from the sidelines. It is our hope that you will use your authority and vast resources to end the ongoing genocide, and government-led or funded war, against civilians in Darfur, NubaMountains/South Kordofan, Blue Nile, and elsewhere in Sudan. We pray that you have the wisdom and skill to bring peace andsecurity to all people of Sudan before hope, and more lives, are lost.
