لقد ظلننا ولسنوات طويلة نكتب ونرسم قناصل السفارة السودانية في لاهاى وننبه بإستمرار الى انهم عناصر تتبع لجهاز المخابرات السودانية . وان مهمتهم هي شق صفوف المعارضين بين المهاجرين السودانيين وترويعهم . وقلنا انهم قاموا بتلويث المئات في الجالية السودانية . حتى ان شراء الذمم الرخيصة صار أمرا عاديا في سبيل المزايا والعطايا والمغريات المادية . فها هي الصحافة الهولندية تؤكد ما ذهبنا اليه . ولكن للاسف فلاتزال الملحقيات الامنية التابعة للسفارات السودانية حتى الآن في اوروبا موجودة وبذات العناصر التى تتبع لجهاز المخابرات التابع لنظام المخلوع . ونخص على وجه التحديد السفارات السودانية في كل من لندن وباريس وبروكسل وبرلين .
يقول محتوى التقرير أدناه: في الفتره بين 2012-2019 طلبت الحكومه الهولنديه من ثلاثه دبلوماسيين سودانيين مغادره اراضيها. الدبلوماسيين الثلاثه والذين كانوا يعملون في السفاره السودانيه بلاهاي اتضح انتمائهم لجهاز الامن في السودان و قد كانوا مكلفين بالتجسس و ترويع المعارضين اللاجييين بهولندا.
اننا نتوجه بهذه الرسالة الى معالى وزيرة الخارجية السودانية . الله يخليكى ويرضى عليك يا استاذة مريم ، فيا معالى الوزيرة بدل الحوامة دي من ابوظبى للقاهرة وللعواصم الافريقية . بالله عليك اقعدى في مكتبك دا ولو لاسبوع واحد ونضفي الوسخ اللي في وزارتك دي . فنحنا مللنا من مناشدة وزراء حكومة الثورة في حثهم على الدوام بالقيام بواجباتهم لجهة تطهير دولاب الدولة من اوساخ الاسلاميين وقاذوراتهم . فهذا التراخى البائن للعيان هو السبب وراء التدهور الاقتصادى والسيولة الامنية وحالة الفوضى في كل شيء. مما شجع الزواحف في أن يسرحون ويمرحون بطول وعرض البلاد ولا يجدون من ينتهرهم ويضع حدا لعبثهم بأقدار البلد.

Between 2012 and 2019, the Netherlands requested three consuls from the Sudanese Embassy in The Hague to leave, as they were found to be agents of the Sudanese intelligence and security service NISS. They monitored and intimidated opposition members who fled Sudan. This is evident from research carried out by NRC on the basis of conversations with (former) employees of the Sudanese and Dutch ministries of foreign affairs and members of the Sudanese community. At least one request was backed up by findings from intelligence agency AIVD.
The fact that the Netherlands knew about the NISS diplomats is striking, because for seven years there has been strong evidence that the Sudanese security service deported asylum seekers after returning. Although two Sudanese supported their stories in 2014 and 2018 with scar photos and reports from medical forensic experts, the Dutch deportation policy remained unchanged. The Return & Departure Service (DT&V) sent undocumented asylum seekers for their deportation to the Sudanese consul, who confirmed that they were indeed from the East African country. The Netherlands led them so directly into the arms of the NISS, which they feared, while the Foreign Office knew about the double cap of these consuls. The ministry says it “cannot verify” whether this information has been shared with the DT&V.
However, the ministry confirms that in July 2016 its Director-General for Political Affairs verbally asked the then Sudanese ambassador to dismiss Ahmed Yousif, the third of the trio of consuls, because of his NISS work. In this conversation, the Director-General referred to the two previous cases. Yet Yousif did not leave his post until more than two years later. The Foreign Office said the embassy had agreed that the consul would cease its NISS work and that this “lost the reason for further pressure.” NRC published in late January on five Sudanese asylum seekers who said the NISS had mistreated, detained or tortured them after deportation. The Netherlands sent four of them back after July 2016.
Line with Khartoum
According to those involved, the consuls reported directly to the NISS headquarters in the capital Khartoum. By leading the consular section, they were able to obtain information about the Sudanese opposition in the Netherlands. Amsterdam has been home to Radio Dabanga, a famous radio station-in-exile that spreads information about the genocide in the Sudanese region of Darfur, since 2008. And the International Criminal Court in The Hague has been collecting testimony from survivors of that government violence for 15 years in order to prosecute President Omar al-Bashir, who was deposed in 2019.
Over the past decade, Sudanese Dutch foreign ministers have repeatedly warned about niss consuls. They showed, among other things, footage of the consuls observing, disrupting and photographing opposition rallies or demonstrations. Asked about the warnings, the State Department says it will include “documents and information from the Sudanese community” in policy considerations.
The current Sudanese transitional government is trying to come clean and has already fired at least 100 diplomats linked to former President Bashir. It is unclear whether the NISS still runs the consular section in The Hague. Despite repeated telephone and electronic attempts, the Sudanese Embassy did not respond to questions from NRC.
