حول دور الإعلام في فض النزاع وتعزيز إحترام حقوق الانسان في السودان وجنوب السودان
في الرابع والخامس من شهر سبتمبر 2013، شارك مجموعة من الصحفيين والصحفيات، من الصحافة المطبوعة والمسموعة والمرئيّة، والصحافة الإلكترونية، والكتّاب من السودان وجنوب السودان، شاركوا في منتدى تفاكرى نظّمته صحفيون لحقوق الإنسان (جهر) في مدينة نيروبي – كينيا، بالتعاون مع منظمة الحقوق المتساوية، مفوضيّة الحقوقيين الدوليّة / كينيا، وكالة التنمية الدولية السويدية (سيدا).
في الرابع والخامس من شهر سبتمبر 2013، إلتقينا نحن الموقعون أدناه لمناقشة تحدّيات وأولويّات حماية جقوق الانسان، وتعزيز الحلول السلمية للنزاعات داخل/ وبين السودان وجنوب السودان.
وبناء على ذلك الحوار البنَّاء، فإنّنا نؤكّد إتفاقنا على ما يلي :
إحترام وتعزيز :
الحق في حرية التعبير الذي يشمل ولا يقتصر على حرية الإعلام وحرية الوصول إلى المعلومات.
احترام الحق في عدم التعرض للتمييز وحمايته ورعايته في كلى البلدين، وأن لكل الأشخاص الحق في المشاركة المتساوية في الحياة المدنية، والسياسية، والإقتصادية، والإجتماعية، والثقافيّة.
يجب على الحكومتين، والشخصيات العامة في البلدين، الإمتناع عن، وإتخاذ الخطوات اللازمة لمحاربة، الدعوة للكراهية، أوالعنصرية، أوالدينية، التي تُشكّل تحريضاً على التمييز والعداء والعنف (خطاب الكراهية).
إحترام الإتفاقيات والمعاهدات الموقعة بين الدولتين وتنفيذهما.
يجب أن تلجأ حكومتا السودان وجنوب السودان للحوار، وللوسائل السلمية، لحل أي نزاعات تنشأ بينهما.
ونحن ندعو حكومتي السودان وجنوب السودان، إلى إحترام حقوق الإنسان، التي تشمل ولا تقتصر على، الحق في حرية التعبير وعدم التمييز، والإمتناع عن تأجيج خطاب الكراهية، والسعي لإيجاد حلول سلمية للنزاعات بين البلدين.
وقف كافّة أشكال التحرّشات والتهديدات ضد الصحفيين ومحاولات تخويفهم وقمعهم وإضطّهادهم

وندعو إلى حماية الصحفيين الذين يتعرضون للقمع والإضطهاد والتهديد بكل آليات الحماية الوطنية والإقليمية والدولية المتاحة.
إضافة الى ذلك، فإننا نؤكد أن للإعلام في السودان وجنوب السودان دوراً مركزياً في إحترام وتعزيز حقوق الانسان، لذلك فإننا ندعو الإعلام والصحفيين في البلدين للآتى :
الإلتزام بممارسة المهنة بالمسئوليّة والأخلاقيّة الصحفية ، وإحترام وتعزيز حقوق الإنسان في الممارسة والأعمال الصحفية، والإبتعاد والإمتناع عن خطاب الكراهيّة بجميع أشكاله فى سبيل إحترام وتعزيز حقوق الإنسان فى وبين البلدين، من أجل بناء السلام والإستقرار، في، وبين البلدين.
إعلاء قيم التضامن والمناصرة بين الصحفيين في، وبين، البلدين.
التعاون بين صحفيي البلدين لتعزيز الحوار والمصالحة السلمية، ولمكافحة خطاب الكراهية.
بناء وتطوير ميثاق شرف مهنى للدفاع عن وتعزيز الإحترافيّة والحريات الصحفيّة.

[LEFT] Nairobi Declaration on the role of the Media in conflict resolution and promoting respect for human rights
In Sudan and South Sudan
On 4 and 5 September 2013, a group of journalists working in print, broadcast, online media and writers from Sudan and South Sudan participated in a forum in Nairobi, Kenya, convened by Journalists for Human Rights (JHR-Sudan), with support from The Equal Rights Trust (ERT), the Kenya Section of the International Commission of Jurists (ICJ- Kenya) and the Swedish International Development Cooperation Agency (SIDA).

On 4 and 5 September, we the undersigned journalists and writers met to discuss challenges and priorities in the protection of human rights and promotion of peaceful resolution to the conflicts within and between Sudan and South Sudan.
On the basis of these discussions, we hereby confirm our agreement that:
The right to freedom of expression, including but not limited to, freedom of the media and right to access to information, and academic freedoms must be respected, protected and fulfilled in both countries;
The right to non-discrimination must be respected, protected and fulfilled in both countries, and that all persons have a right to equal participation in civil, political, economic, social, and cultural life;
Public figures in both countries have an obligation to refrain from, and take steps to combat, advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence (hate speech);
The two governments, including all public figures must obliged to respect the agreements reached by them and should implement them accordingly.

Any conflict or disagreement between the governments of Sudan and South Sudan should be resolved through dialogue and non-violent means.
Respect and implementation of agreements signed between the two countries.
We call on the governments of Sudan and South Sudan to:
Respect human rights, including but not limited to the rights to freedom of expression and non-discrimination, to refrain from hate speech and to seek peaceful resolution of conflicts between the two countries and to stop harassment ,intimidation ,repression ,persecution and threatening of journalists and writers.
We call for the protection of journalists facing intimidation, repression, persecution and threats by all available national, regional, and international mechanisms.
We further confirm our belief that the media in both Sudan and South Sudan has a central role to play in promoting respect for human rights and peace. We call on all media and journalists in the two countries to:
Practice responsible and ethical journalism, reflect respect for human rights, equality and non-discrimination in all reporting and to challenge all forms hate speech, in reporting on the situation in and between Sudan and South Sudan, for the sake of building peace and stability;
Uphold the values of solidarity and advocacy between journalist within and between the two countries.
Cooperate with each other to promote dialogue and peaceful reconciliation and to combat hate speech,
Develop code of ethics to defend and promote professionalism and defend freedoms.
